The scarcity of trained clinicians is a significant barrier to the delivery of HIV services in resource-limited settings (RLSs) (Kuehn, 2007; Marchal, De Brouwere, & Kegels, 2005; Schneider, Blaauw, Gilson, Chabikuli, & Goudge, 2006). There are marked shortages of physicians and nurses in the countries with the highest HIV prevalence (Cohen et al., 2004), and there is evidence that the shortage of nurses in particular has a deleterious effect on maternal health (Gerein, Green, & Pearson, 2006).
