The beginning of the 21st century is marked not by increased change, nor by the increased rate of change, but by the "increased rate of" the rate of change. Traditional conceptual boundaries, political alliances, economic relationships, technology innovation, fundamental science, military doctrine, as well as Department of Defense acquisition strategies, are all changing substantively and simultaneously.
