The terms of reference for the workshop were: '(i) to review the scientific basis for management of whalewatching; and (ii) to discuss future management development and implementation frameworks to ensure both the minimisation of negative impacts andoptimal sustainable tourism'.A number of options, used individually or in combination, are available for managing the effects of whale watching on cetaceans. Regulations and permit conditions provide the greatest level of management certainty and control, although voluntary codes of conduct can be effective where there is good industry cooperation. Education is an important tool in almost all circumstances, especially where recreational marine mammal watching occurs.
