THE article "Achieving Cost Control, Care Coordination, and Quality Improvement Through Incremental Payment System Reform" by Averill et al. provides a useful framework to describe the components of payment reform and makes important distinctions between delivery system reform and payment reform. Further, the description of diagnosis related group (DRG) payment principles contrasted against the weaknesses of other payment forms argues strongly for DRG payment methods as a basis for important payment reforms.
