At last there is a glimmer of hope for fair trade. It comes not from legislators who have for years been proposing countervailing legislation to help North American manufacturers beat to a pulp by China's non-free-trade practices, but from an unexpected-or perhaps very logical and more expected-source. NewPagc, a paper manufacturer, is the company forcing a showdown with China on the country's two-faced free trade position. The company's successful bid March 30 to apply trade sanctions against China for its continued unfair trade practices, in accordance with U.S. antisubsidy law, may signal the beginning of the end of China's reign of trade terror.
