It seems more than appropriate, this year for 2009, to relook at TCG/TCGR's forecast from the January, 2009 "Rumor" and provide a mid-course review. After all, in both refining as well as petrochemicals/chemicals the recession and its impacts has been foremost on everyone's minds, as unemployment rates have climbed steadily upward, surpassing earlier government predictions.
