Intelligent Transport System (ITS) is being implemented in Japan and application of ITS technology has begun to spread over to related fields. One of such case is application of dedicated short range communication (DSRC) system to parking load management. Telecommunication Advancement organization (TAO) entrusted development of parking lot management system which applied DSRC and advanced general purpose DSRC. Five companies organized R&D working groups for this purpose in 1999.
