Three Circles in the City

The origins of school-based Agricultural Education are deeply rooted in the traditions of rural life and production agriculture. The Smith-Hughes Act declared the purpose of Agricultural Education to be, "fit for useful employment; that such educationshall be of less than college grade and be designed to meet the needs of persons over fourteen years of age who have entered upon or who are preparing to enter upon the work of the farm or of the farm home" (Smith Hughes Act, 1917 as cited in Hillison,1996, p. 10).
