The Illinois' House of Representatives is considering a bill that would restrict the use of the dry cleaning solvent perchloroethylene (perc) in newly installed machines by the beginning of next year. The legisla- tion would phase out use of perc entirely by 2026, and use of perc in cleaners located in residential buildings would be banned beginning in 2013.The bill would also fund demonstration of applicable "green" solvent technologies and would provide grants to encourage a transi- tion to use of those technologies. Those funds would be provided via additional taxes on perc used in the state through 2020.
