Oil refinery and petrochemical complex built by PetroChina in Pengzhou city in the country's southeastern province of Sichuan has been delayed in start-up and is expected to go on stream after this October. According to newspapers, although permission to put the complex into operation has already been granted by the government, it is taking longer time than expected to adjust main facilities and secondary units.
