REAL MEANING: The Bush administration and Congress are jeopardizing the U.S. titanium industry

The untold story is that the arrangement may spell the doom of the U.S. titanium industry and the loss of hundreds more manufacturing jobs at USWA-represented locations in Ohio, Nevada and Oregon. Titanium is a strong, lightweight and highly corrosive resistant material that is used primarily in the aerospace industry. In 1973 Congress placed titanium under the protection of the Berry Amendment which requires the use of U.S. made metals for the Defense Department because it is a strategic metal and warplanes cannot be built without it. Recent actions by the Bush Administration and Congress have circumvented this requirement.
