Last year when Chile's president ordered GDF Suez to relocate its proposed 540-megawatt Barrancones coal-fired power plant due to environmental concerns, (effectively killing the project) speculation ran high that a moratorium on all future coal-fired plant construction would become government policy. Backers of coal-fired power plants had reason to worry. For a time it appeared that public support for nuclear power plants was gaining strong traction. That came to a screeching halt after an 8.9 magnitude earthquake and tsunami rocked Japan last March, causing a meltdown at several nuclear plants.
