With cap-and-trade, carbon taxes and any other climate change legislative schemes dead at least until 2011, President Barack Obama is ready to dig a moat around the Environmental Protection Agency and turn it loose ... ostensibly on saving the world but more likely on the American people and businesses. After it became clear that any version of a climate bill was comatose in the Senate, a handful of politicians from coal states said it was time to draft legislation that would reel in the EPA. Among the would-be reelers were Sen. Jay Rockefeller (D-WV), and congressmen Nick Rahall (D-WV) and Rick "The Polls are Looking Really Bad" Boucher (D-VA) Their idea would be to stop the EPA from being able to back-door new emissions/carbon/climate standards via bureaucratic fiat for two years.
