WAY OFF TARGET?

Management thinker and ISO 9000 critic John Seddon has a new focus for this belief in systems thinking-public sector targets. He believes that they do not work. Here he summarises his submission to the Public Administration Select Committee's inquiry into public sector performance targets. Targets are inherently flawed. They actually undermine the achievement of purpose, which is improving public sector performance. There is an alternative approach, which is to make capability measurement the cornerstone of public sector improvement. These measures differ from targets and can be used to understand and improve performance in a sustainable way.
