US coated paper markets are starting 2014 with the Postal Regulatory Commission's unwelcome Christmas Eve surprise of a 4.3% exigent rate increase to offset losses the US Postal Service (USPS) suffered due to the Great Recession of 2008-2009. Along with an inflation-based rate increase of 1.7% (one cent for ordinary mailers), approved earlier by the Commission, the overall postal rate adjustment is 6.0% percent (a total of three cents from 2013 rates or to 49 cents).
