A four-week lockout of pulp and paper mills across Finland began May 18 as employers and workers continued to be at loggerheads over a new nationwide labor agreement.The lockout was imposed by employers in response to industrial action taken by workers that began with a series of wildcat strikes and an overtime ban and culminated in a four-day national strike by the Finnish Paper Workers Union(May 15-18).
