To provide an object moving/standstill condition detection system, an object moving/standstill condition detection method and an object moving/standstill condition detection program for detecting a moving/standstill condition of an object on the basis of the reflected wave strength of a reflected wave from an irradiated area that is captured by an electromagnetic wave transmitter/receiver.SOLUTION: An irradiation area is irradiated with an electromagnetic wave by an electromagnetic wave transmitter/receiver, the reflected wave of the electromagnetic wave from within the irradiation area is captured, and the strength of the captured reflected wave is captured as reflected wave strength by a reflected wave strength capturing unit. A steady state in which no object exists within the irradiated area of reflected wave and a physical quantity within the irradiation area is constant in time is set, the reflected wave strength of the reflected wave from within the irradiation area of the steady state among the reflected wave strengths is set to a reference value by a reference value setting unit, a difference between the reflected wave strength of the reference value and the reflected wave strength of a measured value captured by the reflected wave strength capturing unit is calculated by a reflected wave strength difference calculation unit, and the moving/standstill condition of the object within the irradiation area is detected by a moving/standstill condition detection unit in corresponding to the calculated difference.SELECTED DRAWING: Figure 3
