This study was designed to identify and describe the TQM readiness level of the Ministry of National Education (MONE) in Turkey according to the administrators' views in the central organization. The objectives of the study were to: 1. Identify the administrator's views concerning TQM readiness of MONE within the following nine subscales: leadership, vision, involvement, continuous improvement, training and education, ownership, rewards and recognition, yearning for success, and focus on customers. 2. Compare perceived levels of TQM readiness in terms of the abovementioned nine subscales. 3. Compare perceived levels of TQM readiness in terms of the following independent variables: gender, age, education level, field, and service unit. Information was collected through a questionnaire from 511 administrators of MONE. The questionnaire was based on 45 items within nine subscales as developed by Saylor.
