Is Waste Management all about cleanliness — 'Teri bhi chup, Meri bhi Chup'

It's almost 18 months now that Swachh Bharat Mission was launched throughout length and breadth of the country as a national movement and one wonders is it all clean? One can see heaps of garbage piling across localities in almost every city be it Delhi, Mumbai, Bengaluru, Chennai, Kolkatta Hyderabad or for that matter any so called smart cities (that is supposed to have STP and ETP) across the country.
