Houston-US chlor-alkali operating rates for October were at a nominal rate of 85% with an effective rate (excluding temporary shutdowns) of 86%, according to data released from the Chlorine Institute. The operating rates were up sharply from September production rates, which were at 62%. The lower September rates were driven largely by Hurricanes Ike and Gustav which slammed into the US Gulf Coast and stifled chemical operations.
