Doubts on cut pledges by Russia, OPEC

London/Moscow-OPEC has been provided the wherewithal to implement its own conditional cut of 1.5-mil b/d from the beginning of next year by Russia's announcement Dec 5 it will reduce crude exports by 150,000 b/d from Jan 1, analysts said.
