The House took formal steps in late May toward convening a conference with the Senate on broad energy policy legislation, even as Republican-led actions to greatly expand the House version of the bill before moving to conference triggered a partisan clash on the House floor. The House May 25 voted 241 to 178 to pass the measure after it amended the Senate bill (S. 2012) by substituting it with the Housepassed version (H.R. 8) and also folding in more than 30 additional measures, several of which, including a measure on California water use, were controversial and had faced previous veto threats.
