On a blustery spring afternoon at the U.S. Coast Guard Academy, cadets in Lt. Cmdr. Scott Calhoun's ships and maritime systems class are discussing the major maritime conventions that govern commercial shipping. Also on tap during the class held at the New London, Conn., academy is a short film that discusses how international ships visiting U.S. ports are boarded and inspected by the Coast Guard. Calhoun explains that these inspections are important to the safe and smooth movement of international trade, but also to the officers and crews of the ships that are boarded.
