I have yet to come across anyone who thinks the five-year AMP cycles are a good thing. The main criticism of the cycles is, of course, the traditional slump as the water industry transfers from one AMP period to the next.The run-up to AMP5 was made all the worse as this traditional slump coincided with the economic downturn.With this in mind, I was interested to learn of Scottish Water's Early Start programme, which is designed to mitigate the historic dip (WN last month).
