City officials and employees can now open their copies of the California Environmental Quality Act (CEQA) Guidelines and cross out several provisions with a red pen. In the widely watched case of Communities for a Better Environment v, California Resources Agency (CBE v. CRA), a California court of appeal invalidated several amendments made to the CEQA guidelines in 1998. The state did not seek review by the California Supreme Court, and the decision became final on Nov. 28, 2002.
