Iadmit it. I stole the title for this column. Recently my California State Association of Counties (CSAC) colleague Steve Szalay and I met with an editorial writer for a major California newspaper, who began the discussion with an interesting question: "After all the instability in the relationship between state and local government, do you think it's time for a divorce?" he asked. The writer had been thinking about using the divorce theme in the title of his editorial and wanted to know what we thought.
