As the state budget deliberations heat up during the next few months, city officials and the League are working hard on one of the League's three primary goals for 2005: protecting their redevelopment funds from further state take-aways. Cities, counties and special districts throughout California are already scaling back on library hours, deferring street repairs and taking other steps to balance their budgets in order to keep their part of the budget agreement reached last year: giving up $1.3 billion a year in local funds for each of two years to help the state solve its shortfall problems. The cities' annual share of the $1.3 billion is $350 million. But many cities are also feeling the sting of another $250 million that their redevelopment agencies must give up for each of the two years under the budget agreement - another $500 million total in lost funding.
