State Dilemma: Pay or Repeal the PERB Mandate Did Your City Have any Binding Arbitration Costs?

Now that the Commission on State Mandates has ruled the state has to pay for costs associated with Public Employees Relations Board (PERB) procedures in responding to charges and appeals filed with the PERB, Gov. Schwarzenegger wants to repeal AB 759 of 2000, the bill that placed city employer-employee relations issues under the state's jurisdiction. While many people would love to see AB 759 repealed, the chances of this happening appear slim at best.
