Resource Scenarios For England And Wales: Shaping Planning For The 2050s

We would emphasise that the process of scenario development and use is as important as the product. Our experiences suggest that a collaborative, transparent and auditable process both promotes comprehensive debate on scenario details and legitimizes (at least partially) the outcomes.The workshops and consultations which underpinned scenario development were not without argument and dispute and it would be wrong to label all the outcomes as unanimous or even consensual. However, such claims miss the point of scenario building. It is the richness and internal consistency of narrative that drives credible descriptions of water demand, not total agreement. In this sense, the four scenarios described above should be of use beyond their immediate role in supporting water resources planning in England and Wales.
