Regulatory and social challenges to progress on leakage management

'Although leakage is probably the most emotive issue which forms a customer's view of the efficiency or not of the industry, I still see a very inward-looking, technical view of this much broader subject.'Tony Harding, Executive Vice President at Suez Environnement International, opened the Global Leakage Summit in London in March with this concern, initiating the first panel discussion of the summit under the general heading of'are we doing enough to acknowledge and address leakage?' The discussions, supported by IWA's Water Loss Specialist Group, focused on the creation of an environment within utilities to support leakage and non-revenue water (NRW) management, bringing in the panel members' experiences from utility management in the US, UK, Austria and Malta to try and highlight the main issues facing leakage management in utilities in these different operational settings.
