UNSGAB member Gerard Payen frames the discussion on how water should feature in the post-2015 development agenda as four questions that need to be addressed, and the first of these is fundamental. Water has been present in the development agenda in the shape of Millennium Development Goal (MDG) 7c, to halve the proportion of people without access to safe water and adequate sanitation, but it is not yet clear that water will feature post-2015 as a standalone goal. 'Today this is not taken for granted,' comments Payen, who is president of AquaFed and chairs IWA's Strategic Council.'There is a high probability, but there is no goal on water at all [at the moment].'
