On December 17, 2010, John Holden, Science Advisor to the President and director of the Office of Science and Technology Policy (OSTM) released a memorandum con-taining Federal department and agency guidelines for im-plementing the Administration's policies on scientific in-tegrity.Quoted directly from the memo: "...agencies should develop policies that ensure a culture of scientific integrity. Scientific progress depends upon honest investigation, open discussion, refined understanding and a firm com-mitment to evidence.
