House Republicans are struggling to find a chairman for a key Transportation & Infrastructure Committee (T&I) subcommittee with oversight over the Clean Water Act and other agency programs, with many senior more-experienced GOP candidates on the panel passing on the chairmanship to take up top slots on other committees.
