Lawmakers Revive Legislation To Bar DOI Mine Waste Disposal Rule

House lawmakers have reintroduced legislation to block the Obama administration from finalizing new rules governing the disposal of coal mining waste adjacent to streams, and held a hearing on the bill, even as environmentalists have ramped up legal efforts to obtain stringent stream buffer rules. The Natural Resources energy and mineral resources subcommittee held a hearing Aug. 2 on H.R. 2824, which would stop the Department of Interior (DOI) from revising a 2008 rule that exempts so-called valley fills and other mining waste disposal activities from requirements to protect a 100-foot buffer zone around streams.
