DC Water Weighs Use Of Novel Bond To Finance Green Infrastructure

The District of Columbia's water utility is weighing the use of a novel "social impact" bond (SIB), which only pays investors for successful outcomes, to help finance green infrastructure needed to control stormwater under an EPA consent decree - an approach that could help reduce risks for other cities seeking to install the untested technologies. Harvard University's Kennedy School of Government announced last month that its S6cial Impact Bond Technical Assistance Lab will provide technical assistance to help DC Water "explore the use of Pay for Success (PFS) financing models to develop storm water solutions designed to improve water quality, mitigate the impacts of climate change, and promote environmental, socio-economic and health benefits," the utility said in a March 12 statement.
