The U.S. Court of Appeals for the 4th Circuit is rejecting EPA's bid to stay a novel district ruling that imposes a tight deadline for the agency to take action on West Virginia's failure to develop Clean Water Act (CWA) cleanup plans for waterbodies impaired by mining-related pollutants, weeks after the lower court also refused to stay the ruling.
