Climate changes become noticeable. This also leads in terms of planning, construction and maintenance of water and sewage drains in communal settlement areas to new problems and intensified to the well-known ones. Since the public water supply and the sewerage system belong to the highest assets of cities and communities, a preventive and professional maintenance is of essential importance. The impact of the lower average rainfall, in particular in the usual dry periods, on the other side of increasing heavy and torrential rainfalls have to be considered urgently in a preventative check, revision and overhauling of the water and sewage drain network. Just as well you should pay attention to the prevention measures for cloudburst, even if thus events are rare. The statements are restricted to measures in the real settlement areas, because especially there the different tasks of the municipal services for the public are accumulating in a very confined space and substantial investments are just here always necessary. To convince and support with arguments the parties concerned, i.e. in particular citizens, local politicians and of course engineers and other professional staff of the municipalities, of the state as well as of engineering offices of the need of the performed principles, the relevant justifications were set out in the essay. In order to maintain a good overview, an enumerative form of the principles was chosen.
