Raising awareness while raising rates

According to a 2016 forecast by Bluefield Research (Boston), California will need to invest more than $70 billion by 2025 to address current water and wastewater infraslructure needs. It has been shown, however, that ratepayers don't see value in water compared to other things for which they pay. In general, ratepayers are disconnected from the real costs associated with maintaining our water infrastructure and often are reluctant to accept rate changes that pay for it.
