Developing National Domestic Waste Collection Standards in a developing country with diverse conditions: The case of South Africa

The development of legally enforceable standards that promote equality in service delivery in a diverse environment such as South Africa proved rather challenging. The approach reported here secured a 69% overall participation (interviews and workshop participation) by municipalities mandated to provide domestic waste collection services.
