Interim Report on the German Federal Government's Climate Protection Programme

The previous German government formulated ambitious climate protection goals. However, it failed to take the measures necessary for implementation. The prognoses at the time of the change of government in 1998 indicated that, the measures decided on up to then would not be adequate to attain the targets being striven for. In spite of this difficult background situation and the relatively short period remaining until 2005 for any additional measures, the new German government stood by the existing climate protection goals. With the ecological tax reform, the decisions concerning the development of renewable energies and other measures, the German government has already laid important foundations for implementing these goals.
