This practice was "an insidious, deceptive scheme that [caused] Wisconsin and its citizens to pay scores of millions of dollars a year more than they should for their prescription drugs, and may well be inducing some providers to prescribe less efficacious drugs," according to court documents filed in a Dane County Circuit Court.
