Last spring, Utilities Policy received a submission of a paper by Tim Brennan and Karen Palmer of Resources for the Future, evaluating the economic properties, advantages, and disadvantage of U.S. "energy efficiency resources standards" (EERS)—state programs that, in different ways and degrees, mandate reductions in the use of electricity and, in some cases, natural gas.In reviewing the paper, the referees and I felt that it should do more to describe the specifics of the programs in the context of which states had these programs, what was covered, how the standards were set, how they evolved over time, who was responsible for implementing them, and how were they enforced.
