It is a new rhythm in American politics: Bob Dole spent six weeks winning the Republican nomination, he will spend 12 weeks this summer and fall as the official nominee and for 20 weeks in between he will be something like the shadow prime minister in a parliamentary system. As the opposition party's legislative leader and its candidate for chief executive, Dole can show by his actions as well as his words much more than presidential candidates usually do about how he would act as president. And what he does in these 20 weeks could do more to determine the outcome of the election than what he did in the six weeks before or the 12 after.
