Vilified at home, humiliated internationally, and chagrined by its own ineptitude, the Russian government promises to quickly raise the Kursk and recover the bodies of its 118 entombed submariners. The Kremlin says it is prepared to pay the full cost of salvaging the vessel if foreign financial assistance isn't offered, and it will "carry out this operation until the last seaman's body is recovered."
