NIGERIA was embroiled this week in post-election soul-searching over the legitimacy of presidential and legislative polls in which incumbent head of state Muhammadu Buhari battled for a second term against a former vice-president, the opposition contender Atiku Abubakar. Buhari was declared the winner by just under 4 million votes, upon which the septuagenarian vowed immediately to "intensify efforts in improving security, restructuring the economy and fighting corruption". We can also probably look forward in the coming days to some sincere statements regarding the seriousness with which the presidency takes reform of the oil sector, with assurances that some version of the Petroleum Industry Governance Bill will receive assent, just as soon as adjustments are made and an array of freshly minted lawmakers have had a proper chance of scrutiny.
