Building the Undersea Constellation

The most fundamental advantage of undersea dominance is that of undetected movement and unrestrained maneuverability. The capability to project force in anti-access, area denial (A2/AD) environments, in a variety of different forms, with little notice, is of utmost importance to securing dominance. To achieve this crucial effect, undersea resources must ensure long-term access when directed, with little or no prior notice, in the operational area of interest. This must be done while forces maintain their covert operational posture, causing and exploiting chaos, disruption, and confusion. Achieving this strategy will require developing and procuring a broad mix of platforms and systems so that no geographic location is out of sustainable reach to operational commanders. Persistent, reliable, and efficient undersea on-demand and secure communications and energy infrastructure are required to sustain successful operations.
