Backers of the proposed Dulles Airport MetroRail Link are scrambling to salvage the project after a scathing report by the US Transportation Department's Inspector General (IG) who warned the project's ballooning cost is risking qualification for federal funding. The report comes just as the Federal Transportation Administration (FTA) is to announce whether to approve $900 million in federal funds critical for the link's first phase.
