Water Executives Need a Fluid Solution to Their Liquidity Problem

Winston Churchill said, "It's not enough that we do our best; sometimes we have to do what's required." Sage advice indeed. But in their demanding circumstances, water utility executives always must do what is required. The situation is critical nationwide; cities face infrastructure needs totaling in the trillions. Yet state, county and municipal budgets keep shrinking. With a contracting bond market making it harder to raise capital, and consent decrees piling requirements onto an already overburdened mission, water utilities are often compelled to defer maintenance or construction to fulfill a consent decree.
