Success and failure of travel demand management: Is congestion charging the way forward?

In August 2005, the third international symposium on the success and failure of travel demand management (TDM) measures was organized at the Transport Research Institute (TRI) at Napier University in Edinburgh. As with the previous two symposia, the idea was to promote research in the area of travel demand management and to present an opportunity to assess previous research work which has been carried out for the past few decades in this area. The symposium has resulted in a number of recommendations. In addition this special issue of Transport Policy is devoted to a number of selected papers from the symposium.
