Capping aircraft emissions is absolutely crucial to the fight against climate change. The government cannot credibly commit itself to achieving an 80 percent cut in carbon emissions by 2050 while also pushing ahead with the construction of another runway at Heathrow, a runway which in any case would be unnecessary if a good high-speed rail network to serve the UK and the near-continent were available.
